Background:
Institutional Discrimination within the public sector was identified as far back as 1981 by Lord Scarman in his report into the Brixton riots. Eighteen years later, Sir William McPherson identified the same process as endemic.
In order to ensure fair treatment, equality and access to services and employment, organisations recognise the need to eradicate this type of discrimination. However, due to its often unwitting and historic acceptance, inappropriate and informal practices, cultural norms and policies and procedures can go unchallenged. While legislation now demands the eradication of discrimination, many organisations still need support in identifying issues and strategies to challenge them.
