Preliminary resource and cost implications are provided, including an initial assessment of local capacity to meet those costs at the end of the project.

2 Consultation promotes participatory approaches and local ownership, in support of appropriate partner government and sector policies.

It involves arrangements for coordinating the work of different stakeholders, including other international donors and allows project managers to access support from senior decision makers such as steering committees.

3 Programme design
incorporates a clear purpose leading to achievable objectives, which clarify the sequence and dependencies of activities. It identifies milestones and assumptions; allocates tasks and initiates problem and risk management.

Terms of Reference are created to assist project progress against the Log frame, by defining the tasks required from each member of personnel.

4 Resourcing and cost scheduling identifies the resources necessary to undertake the activities, then estimates costs based on careful and thorough budgeting.

Costs are then scheduled against the milestones, clearly specifying the net recurrent cost implications, to determine the future impact on the beneficiary agency’s budget.

5 Implementation includes the procurement, deployment and management of all resources to ensure the completion of activities that deliver results and achieve the purpose.
