IODA use change management techniques to develop people in the general justice reform field together with strategic personnel at senior and ministry level.
This process aids reform by enhancing the knowledge and experience of justice professionals. Short training bursts provide a foundation for practical implementation, followed by mentoring and monitoring support.
Juvenile Justice Reform and
Child Protection
IODA also specialises in juvenile justice reform; developing those who work with young people at risk of conflict or young people who are in conflict with the law. We have particular expertise in child rights and child protection through multi-agency child-centred approaches.
Interviewing & Investigation
Skills
IODA uses the internationally researched, interview and investigation model PEACE, which is authorised by the UK Judiciary, the Crown Prosecution Service and the Bar Association as the only acceptable model.
It complies fully with European Standards on Human Rights and removes any opportunity for human rights abuses. It remains the only accredited system that has been developed and the only system used in the UK.
It is taught to all police officers, Crown Prosecution Service personnel and defence solicitors.
Academy & Trainer Development
IODA can support the development of a public sector academy from scratch, even in sensitive post-conflict environments.
Examples of this service include: institutional capacity assessments; management of change courses; training needs analyses; programme design; accredited training of trainer courses; trainer development programmes; management development projects; and evaluations.
Senior Management Support
IODA work with senior and strategic organisational personnel, ministry officials and donor agencies to assess the required level of support to achieve programme goals and develop executive teams.

Management Teams

Irrespective of the focus, method of delivery, or location of development assistance, IODA is able to identify and manage the critical cross-cutting issues that must be addressed throughout the programme or project.

Police Reform
IODA is able to provide national or local police services with the required level of support to assess, develop and improve their service delivery.
We do this through the development of skills, systems and processes, including core policing skills.
Depending on the stage of the police reform process, we can assist specialist operational units or the entire agency with the development and roll out of democratic policing initiatives
Human Rights
IODA is able to facilitate national and state Human Rights Commissions in developing their roles to international standards.
We also support organisations to design and implement policies, processes and operating practices that fully comply with human rights. To support this process IODA developed an accredited International Human Rights Distance Learning Programme, with the flexibility to accredit new units that cover regional and national instruments or constitutions.
Our publication of a range of handbooks covering international HR conventions and laws assists us to promote recognition of violations, and improve the quality of subsequent investigations.
Social Policy Development
IODA is able to provide a number of services in this arena, including: cultural audits; policy creation; advising on procedures; training staff and community members; and carrying out impact assessments.
IODA supports the increasing shift among donors, institutions and social development practitioners to broaden this concept to include all social dimensions of development, including: conflict prevention; community safety; good governance at central and local levels; access to justice; security sector reform; community relationships at a variety of levels; and the development of social capital.
In response to this belief, IODA has developed sophisticated systems and guidelines for assessing social environments, implementing activities and ensuring socially desirable outcomes across a wide range of activities and disciplines.
Conflict-Sensitive Strategies
In post conflict or civil disturbance environments, IODA is able to develop appropriate, conflict-sensitive project strategies to effectively monitor the impact of conflict and/or civil unrest on development policies.
